Reclassification

Reclassification is the process whereby a student is reclassified from English learner (EL) status to Fluent English Proficient (RFEP) status.

Opening Doors: The Keys to Reclassification

Key 1: ELPAC overall score level 4

Reading, writing, listening, and speaking must be at a level 3 or 4

Key 2: Teacher evaluation

Teacher observation and assessment of student work.

Key 3: Basic skills assessment

i-Ready scored at or above the English only average, or California Assessment of Student Performance and Progress (CAASPP) level 3 or 4 in English langauge arts.

Key 4: Consent

Teacher input and signature.

El Individualized Reclassification Process for Students with an Individualized Education Program (IEPs)

  1. Case Manager reviews caseloads, identifies EL students, and makes recommendation for potential reclassification based on consideration of the following data:
    • Student's qualifying disabling condition
    • Past 2 years' scores on ELPAC or VCCALPS if VCCALPS, performance in native language
    • Classroom-based assessments (CBMs, district assessments, functional skills data collection)
    • Most recent scores in ELA from CAASPP or local assessment of basic ELA skills
    • Performance in English outside of the school setting (use of English in the home, on the phone, watching TV, & communication in the community)
  2. During a site SPED department meeting, case managers will discuss potential students for reclassification; the site EL Coordinator is in attendance for discussion.
  3. Based on the outcome of discussion, Case Managers will complete and submit the EL Individualized Reclassification Referral form to the District Reclassification Team (DRT) for file review to ensure inclusion of linguistically appropriate goals and EL accommodations in the IEP.
  4. DRT will provide feedback on the students recommended to the case manager and the site EL Coordinator.
  5. Case Manager develops draft of EL Reclassification worksheet
  6. Site EL Coordinator attends IEP where reclassification will be discussed as an IEP team
  7. IEP team determines whether reclassification is appropriate
  8. Once IEP process is complete, (signed for consent, affirmed and submitted), the site EL Representative requests the change in CALPADS/PS to RFEP
